Failure of the Government, A Nightmare for Somalis

Mogadishu: civilian fleeing fighting between Ethiopian backed TFG and Islamic InsurgentsExperiencing domestic disturbance and clan warfare in more than a decade, a transitional Federal Parliament and government with the UN backing was finally formed in Kenya in 2004. The Transitional Federal Parliament being selected through clan lines elected and sworn for office Col. Abdullahi Yusuf Ahmed, the president of the transitional Federal government on October 10, 2004 in Nairobi.

A month later, regarding the Transitional Federal Charter, the president nominated Dr. Ali Mohammed Ghedi, which after his approval runs the office for three years, only dealing with terrorist outbreak.

Initially, the TFG was based in Jowhar town, the capital of the Middle Shabelle region after the legislatives approved to be a interim capital, spending almost a year in Nairobi, Kenya, spending another year in Jowhar, although the government and the parliament were later moved to Baidoa, Bay region and Mogadishu.

The Transitional Federal Government forces supported by their Ethiopian allies defeated the Islamic Courts Union who controlled Mogadishu for 6 months. The Islamic courts ruled parts of the southern regions of Somalia with relative peace. The UIC vowed to wage a Jihad against the Ethiopian troops in Somalia, resulting attacks on the government forces and the Ethiopians troops like Iraqi style suicide car bomb, roadside hand grenades and face to face fighting.

Somalia population willing to relax government and forget the 16 years of anarchic situation, to restore civilian service, such as clean water. Electric system, healthy, environmental care and municipality repair etc, unfortunately they did not get and their dreams did not come true. Many people disappointed the TFG's progress less in managing the security of Mogadishu.

“There are failures and successes the government encountered since its formation.” Said the minister of Information, Mr. Madobe Nunow Mohamed in an interview with insidesomalia.org. “They have succeeded in relocating the government in Mogadishu, the Capital of Somalia as a base; we are still managing to secure it.” The minister added.

According to Nunow, the government has failed the formation of Democratic Federal society for the said upcoming elections in 2009 and forming regional administrations as well, which is a setback for the government due to security reasons.

When the government was first installed in Mogadishu in January this year, it has come with strong insurgency that closed the government behind bars. The best thing the government has done is to make sure their safety rather than restoring law, order and security.

Today, half of Mogadishu is abandoned for its endless conflicts by becoming a battle ground to combat. Exodus of fleeing refugees filed the IDPs at Lower Shabelle regions and neighboring countries, feel like no hope for peace.

“We have no adequate food, shelter and water.” Safiya Yusuf Ali, 40 year old mother with 7children said. Mrs Ali lives a small hut made of wiry twigs and plastic. “My husband doesn’t search for us bread for the day for, we have left our homes.” Mrs. Ali added nodding her head.

On the other hand business in Somalia has faced more obstacles in maintaining their daily business due to insecurity. Sometimes no one can open his/her stores, shops and the situation deteriorating day after day, while majority of the people flee from upsurge of fighting in the capital Mogadishu.

“I can not go to the market, I used to serve as a porter in the market, but today that is not possible with regular fighting. Bombs and unexpected always happen that puts jeopardy in my whole life.” Mr. Mohammed added.

Many people like Mohammed are faced by joblessness and had no other places to seek life. “Allah will give us a way to survive that is the only thing I can say.” Mohammed lamented wishing another good day might come.

The Islamists demanded the Ethiopians leave from the country or other face deadly wars. This resulted deadly wars that engulfed the lives of thousands of Somalis and more than million people displaced according to the United Nations High Commissioner for Refugees.

Somalia president Co. Abdullahi Yusuf Ahmed named a prime minister for Col. Nur Hassan Hussein known as Nur Adde on Nov. 21, 2007. Nur Adde is a former police colonel and has been serving for humanitarian affairs, being the Chief of the Somali Red Crescent Society for the last 17 years. He is not warlord unlike many other figures in both the parliament and government. But, the people are dismayed by the former government that run the office for three years with no progress, diplomats believe that it can only make a make or break

There are challenges ahead of Nur Adde, the new prime minister in restoring peace, reconciliation and ensuring the aid reaches the needy displaced Somalis at IDPs outside Mogadishu.

Somalis new Prime Minister Nur Adde is facing more problems towards the security situation, so that his cabinet can’t get an opportunity to resolve the attacks and fighting continue between their soldiers, Ethiopian troops and Islamist rebels, after that the government can’t do many development for next year 2008.
